INKUNGA FINANCE Plc is the transformation of the Savings and Credit Cooperative, known as COOPEC INKUNGA, which was established through the merger of two cooperatives: COOPEC INKUNGA and COOPEC IMBONEZABUKUNGU. These cooperatives were initiated by the non-profit association AJEMAC (Association de Jeunesse en Matière Agricole et Culturelle) to promote financial services in rural areas and enhance socio-economic development in Rwandan communities.

COOPEC INKUNGA was officially created on September 15, 1995, and operated in Rubengera, Karongi District, while COOPEC IMBONEZABUKUNGU, founded on October 28, 1993, served the sectors of Mushubati, Gihango, and Musasa in Rutsiro District. On August 18, 2005, their members decided to merge, forming a stronger financial institution with newly established governance structures.

On December 24, 2015, the General Assembly approved the transformation of COOPEC INKUNGA into a commercial microfinance institution. By July 8, 2016, it was officially recognized by Rwanda Development Board (RDB) under the name INKUNGA FINANCE Plc, replacing its cooperative legal status. The institution was then licensed by the National Bank of Rwanda (BNR) under License No. 946 on October 13, 2017.
